Enable techs to offer phone support services

With a designated percentage of the job payout and customer cost, allow tech to provide phone support to prevent the need for an on-site visit. This would allow a tech greater flexibility to provide service (and time) to the customer without the need to be on-site. Even though HT offers phone service, a customer may be more willing to accept this type of service when they know the person they are talking to will be the one who shows up, if needed.
