Allow tech to schedule their own jobs

Send an offer to a tech. The tech has a certain period but reasonable amount of time to contact the customer and schedule the job. If the tech and the customer cannot agree on a day and time, the job is returned to be offered to a different tech or placed on the job board. This feature can be offered to techs who reach a certain rating, so that management can be confident that the customers will be contacted quickly. This would allow techs to be much more efficient as they could pair a job or jobs in the same area and that would lead to more jobs and more income.
